Luis Garza has been involved in community affairs for the past 10 years. Prior to working at Comunidades Unidas, he worked for the SLC Mayor's Office of Diversity & Human Rights, The State Office of Ethnic Affairs, and the University of Utah Hospital.

Garza has bachelor's degrees in Economics and International Relations, and a minor in Business from the University of Utah. In 2011 he obtained a Master's degree in Public Administration with a Non-profit Management emphasis also from the University of Utah. He focused his graduate thesis on Mexican migrant health, their access to health care services, and the particular challenges this population faces when interacting with the Health Care System in the United States.

Garza is very passionate about US and Mexican politics and their implications on migration and migrant health. Luis received coalition-building and grassroots organizing training from the Florida Immigrant Coalition in 2009. He also received training on "immigrants and access to health care" from the Mexican Ministry of Foreign Affairs and the Mexican Ministry of Health in the year 2010 in Mexico City. Luis is accredited by the US Department of Justice, Bureau of Immigration Appeals, to provide immigration services in the state of Utah
